Seems that in the State of North Carolina you can make sauces, salsas, baked goods, candy, jams and jellies in your home for sale to the public. Turns out that these foodstuffs generally will not kill you because of inherent safety factors, including no acidity (candy), high acidity (sauces, salsas, etc.), and low water activity (baked goods).
All that is required is a permit from the Food and Drug Protection Division. I spoke with a nice lady there yesterday and she spent half an hour going over the details. For example, these items cannot be prepared in a home in which dogs are allowed to live inside. So much for the kitchen here. Her solution, however, was to simply find a kitchen in a church or such like to use. It need not be in a home so long as the foods being prepare are limited to sauces, salsas, baked goods, candy, jams and jellies.
